The percentage is applied to the bill you enter, which raises a genuine decision: tipping on the pre-tax subtotal versus the tax-included total. Tipping on the post-tax amount slightly increases the gratuity, since you are tipping on the tax as well, so for an exact pre-tax tip enter the subtotal rather than the final total. A round-up toggle bumps the per-person figure up to the next whole unit, which makes cash handling easier and nudges the effective tip slightly higher.
